Statement

Dr. Barry holds a PhD in Nuclear Electronics and a Master’s Degree in Nuclear Physics from the Technical University of Dresden, Germany. He is also a Lecturer of Computer Networks and Electronics at the Faculty of Science and Technology at Cheikh Anta Diop University in Dakar (UCAD.)

Boubakar is closely involved with ICT in Africa and has chaired the steering committee of the ccTLD in Senegal for almost 20 years . He was the Coordinator of the Research and Education Networking Unit at the Association of African Universities from 2006 to 2013 and contributed in a fundamental manner to the emergence of African Research and Education Networks.

He was elected Director of UbuntuNet Alliance, the South and East African Research and Education Network in 2011 and is the first CEO of the West and Central African Research and Education Network (WACREN), a role he has held since October 2013. He is a convenor of the The Africa Research and Education Networking (AfREN), and has been involved for some time in the selection committee of the Internet Society’s Community Grants and the 1Net forum, working with other stakeholders in the coordination and governance of the Internet.

Boubakar is a well-known and respected member of the African Internet community who can bring his significant experience to the AFRINIC Board at a crucial time for higher education and the development of the Internet in Africa. His 20+ years of management experience and relationships with principal Internet stakeholders across Africa and globally make him an excellent candidate well suited for the AFRINIC Board at this stage of its growth. 


The following questions were posed to each candidate by the Nominations Committee and for the candidates that answered, the responses have been published below for the community's information:


Question 1

If you are elected, what do you hope to personally accomplish?

If elected to the AfriNIC Board, I intend to use my long and rich experience with the academic and research sector to promote and facilitate a greater direct participation of this large component of the AfriNIC Community.

Specifically, I want use the relationship I have built over the years with higher education institutions’ Executives and ICT Directors to contribute significantly in the promotion of the adoption and implementation of IPv6 in African higher education and research institutions.


Question 2

What Business Management and Leadership skills will you bring to AFRINIC?

I have a demonstrated track record of direct involvement in many organizations/initiatives related to ICT in general and Internet governance in particular, both within and outside Africa, including being member of the leadership team that developed NIC Senegal (.sn ccTLD), for which I am still Administrative Contact.

I have the chance to have been involved in those organizations and initiatives both at executive and oversight (Board) levels.

The fact that for all the positions I have held, I have pulled out for personal convenience, not seeking to be appointed for other terms, or because I have reached the maximal consecutive terms allowed, suggests that my tenures were appreciated by those who elected or appointed me.

I would therefore bring with me a wealth of managerial and leadership skills accumulated in the past 20+ years.
